Fixes two defects in PromptBox (fleetd/src/main/java/dev/ltms/fleet/herdr/PromptBox.java), fleetd #782.

  1. boxContent counted a no-break space (U+00A0) as the operator's typed text, because Character.isWhitespace(U+00A0) is false. Added Character.isSpaceChar(c) alongside isWhitespace(c), which also covers U+2007 and U+202F.
  2. clearToSubmit held a delivery forever if the box never read EMPTY. Added HOLD_GIVE_UP_STREAK (1200 consecutive holds, ~5 minutes at the existing 250ms poll interval) after which the gate logs a WARN and lets the delivery through instead of holding indefinitely, resetting the streak the same way the EMPTY case does.

Tests added to PromptBoxTest: no-break-space padding reads EMPTY, an ordinary-space-padded box still reads EMPTY (negative control), a no-break-space lead-in does not inflate the DRAFT character count, the gate gives up after HOLD_GIVE_UP_STREAK holds, giving up resets the streak, and the streak resets when the box empties before the give-up threshold.

mvn clean install: BUILD SUCCESS, Tests run: 2181, Failures: 0, Errors: 0, Skipped: 0 (PromptBoxTest: Tests run: 22, Failures: 0, Errors: 0).

boxContent now treats Character.isSpaceChar(c) the same as isWhitespace(c), so a
no-break space (U+00A0) padding the box no longer reads as the operator's text.

clearToSubmit now gives up after HOLD_GIVE_UP_STREAK consecutive holds on one
target and lets the delivery through, instead of holding a channel shut forever
when the box never reads EMPTY.
