Adds a behavioural assembly test for loop health in the real FleetMcp and REST /healthz consumers. The test closes the real runtime in @AfterEach. Mutation checks covered each pass site, an inert source, and a stopped throwaway-loop mis-wire. mvn clean install passed: Tests run: 1894, Failures: 0, Errors: 0, Skipped: 0; BUILD SUCCESS.
