Adds the /fleets-status primary-side skill for local fleet health, broker-wide status, and cross-host lead coordination. It includes strict AMQP URI redaction and states the missing LavinMQ monitoring credential. Updates the CLAUDE.md primary-side skill list. Checks: documentation acceptance script passed; two Python snippets compile; six shell snippets parse; git diff --check passed. Maven was not run because CB-642 is documentation and a skill file only.
