Base: cb-634-ide-mcp (continues the in-progress CB-634 feature; not main).

Reworks how a member gets the IDE-guidance text (CB-634) so a project's own CLAUDE.md is never clobbered:

  • Moved ideCharter text to PeerLauncher.ideOverlayText, shared by both launchers.
  • ClaudeCodeLauncher: removed the IDE text from the --append-system-prompt-file charter (back to role -> reply only); added writeIdeOverlay(cwd) which writes CLAUDE.local.md into a provisioned worktree and registers it in info/exclude, gated on cwd/.git being a regular FILE (a worktree's gitdir pointer) so it never writes into the primary's real .git-DIRECTORY checkout. Best-effort + debug log.
  • OpenCodeLauncher: mounts the intellij MCP server (same remote shape as the bridge) into opencode.json and adds an ide-rules.md path to the instructions array, only when ideMcpUrl is set.

Verified: cd bridged && mvn clean install -> BUILD SUCCESS, Tests run: 915, Failures: 0, Errors: 0, Skipped: 0.

Move the IDE guidance text to PeerLauncher.ideOverlayText (shared by both
launchers). ClaudeCodeLauncher drops it from the reply-charter file and writes
CLAUDE.local.md into a provisioned worktree instead, gated on a .git FILE
(safety: never writes into the primary's real .git-DIRECTORY checkout) and
registers it in info/exclude. OpenCodeLauncher mounts the intellij server and
adds the rules file to the instructions array.
