1.1 — single-host close-out
Closes out the single-host topology: one bridged per host, leads and members local to that host.
v1.0.0 was tagged 2026-08-10 ("one leader, one host, complete"). 175 commits have landed since with no tag. This milestone is the work that makes the next tag honest.
In scope. Anything that is wrong, half-shipped, or undocumented on a single host.
Out of scope. Cross-host federation (CB-308, issue #6). That is the 2.0 line: one operation centre controlling many hosts.
The rule for admitting an issue here: if it would still be broken with exactly one host, it belongs in 1.1.
