Adds the evidence-based wiki audit requested by #168. It covers all 15 snapshot pages, verdicts, evidence, and a missing capability. Check run: cd fleetd && mvn clean install (BUILD SUCCESS; Tests run: 1012, Failures: 0, Errors: 0, Skipped: 0).
